Of course, in the new high-end specifications, Windows 10 can be used to maximize the performance, but for example, in the case of the AMD Ryzen series, it was said that the performance was reconsidered as the Windows 10 1903 month passed a major feature update last May.

However, if the specifications are outdated (especially Pentium-class dual-core or lower performance), or if the memory is insufficient (less than 4G) or set to a non-SSD HDD, the boot-up may be much slower and the user's driving experience will be deteriorated.

Although it is not a requirement for such a comfortable driving experience of Windows 10, there are quite a few cases where Windows 10 is installed. The PC you've acquired doesn't want to buy parts, the pockets aren't good, it's hard to convince you to spend money on your PC, or you're saving a little more, and then you're going to ask for the new and old specifications, or you don't know it's that slow, There are many different things.

The specification was fine (i5-6400 based), but it was a matter of installing Windows 10 on the HDD without an SSD.

Fortunately, it was concluded that the core parts are not outdated, so it is worth trying.

Your assembled PC mainboard is a Gigabyte B250M-DS3H. This is a 1151 socket standard B250 chipset product.

Strictly, it is compatible with 6th and 7th generation motherboards in the 7th generation Kaby Lake, but it is practically discontinued. Now, even if you try to purchase a 7th generation motherboard for repair purposes, it only comes up with the 6th generation parallel H110 chipset standard. Windows 7 installation is a possible product.

The processor (CPU) is the Intel 6th generation Skylake i5-6400 (4 core 4 thread 2.7ghz).

The memory is DDR4 8G, there is no separate graphic device (VGA card), and the storage device is only 1TB of HDD as mentioned at the outset.

If these combinations consisted of office PCs in the company, it might have been quiet.

I don't need a separate graphic device for some reason, and when writing documents and computing on the web, it's actually frustrating to use it with an inexpensive configuration that is less than a panty grade.

Common sense, too. If the system kernel area corresponding to the core of the operating system is spread all over the platter, it will take much time to turn it all, but if it is concentrated in the front part, it can be faster.

Although it is a basis for occasionally performing "disk defragmentation" on this principle, it is a quadruple, but SSD does not need to be defragmented at all. That is because the physical recording position is not important because it is faster to read and write to the semiconductor than to turn it into a platter.

Run DiskpartGUI and WinNTsetup to proceed with the format Windows 10 installation.

The format speed of WinNTsetup is 8 minutes and 33 seconds, which is quite fast compared to setting it as a normal hard disk (HDD).

And, of course, it was completely initialized with a clean installation. 

Installation of Windows 10 went well with UEFI fast booting.

Due to the limitations of the speed of the hard disk, it took a very long time for the first boot after format.

These long-running parts make the slow aesthetics sublimate into art more severely on the HDD, but there is a part prepared by the usual WIM work for WinNTsetup, so it is not burdensome to make the Windows 10 settings perfect on the HDD.

But what if it's slow, but I can see it in my mind as to whether it can be that slow, but right now my PC doesn't seem to have a good processor.
